Recently, the Antimonopoly Committee of Ukraine (“AMC”) published its annual report for 2024. As always, the document overviews key figures of the regulator’s performance for the previous year and sheds light on the AMC’s priorities for 2025. Here are the main takeaways.
2024 Statistics
Merger Control
The regulator cleared 364 transactions in 2024, with 257 under Phase I and 49 under a fast-track procedure. The diagram further shows the breakdown.

The AMC conducted 12 investigations under Phase II. Out of these, seven were cleared unconditionally, four clearances were granted subject to remedies, and one case was closed without a decision on the merits.
The AMC uncovered 63 gun-jumping cases, a 53.7% increase from the previous year. These violations resulted in significant fines, with the highest imposed on a single entity being EUR 849,992, which is 33.04% higher than in 2023.
Enforcement
Anticompetitive concerted practices in the form of bid rigging remain the most common violation, with the number of cases nearly doubling since 2023 and accounting for 71.8% of all infringements identified by the regulator.
The AMC imposed fines totalling over EUR 23 mln, with 79% fines for anticompetitive concerted practices and 10% for failure to notify. In comparison, fines for anticompetitive practices comprised 23.9% of total penalties in 2023, while failure to notify accounted for 3.67%. These figures underscore the regulator’s intensified efforts to curb unfair practices and ensure compliance.
AMC’S Priorities for 2025
For 2025, the AMC has set its sights on several key markets: petrol, electricity, access to port infrastructure, digital platforms, socially essential goods, pharmaceuticals, and non-pharmaceutical products that claim medical properties.
The regulator will continue improving rules and procedures to bolster its role and strengthen its institutional capacities.
