AVELLUM provided comprehensive legal support to Sunflower Network on launching a pioneering hospital project in Western Ukraine. Despite the ongoing full-scale war, construction has commenced on a new paediatric facility built with advanced modular technology meeting EU and US standards of care. The hospital will deliver essential treatment to tens of thousands of children and families displaced by the war.
AVELLUM designed a unique cross-border legal framework enabling charitable funding from the United States to support a Ukrainian municipal healthcare institution. The structure balances donor oversight with the operational flexibility required by municipal authorities, integrates restrictive Ukrainian budgetary regulations, and aligns with international legal concepts.
The framework has already proven effective: the local council approved the project, allowing construction to begin. It also offers long-term value by creating a scalable model for future healthcare facilities across Ukraine. This makes the project a benchmark for international collaboration in rebuilding Ukraine’s healthcare infrastructure.
Reflecting its significance, the initiative has been shortlisted for The Lawyer European Awards 2025 in the category of Most Impactful ESG Initiative.
